Payne was last seen collecting cans from a dumpster at the Ocoee Village Apartments near 2nd and Lowery Street in Cleveland, Tennessee on September 14, 2008. He was accompanied by his dog, whom he would never have left behind. His dog was found later that day on Highway 64; it had been struck by a car and was deceased.
