Circumstances of Disappearance: |
 Unknown. Payne's was last seen on foot on Sunday, September 14, collecting cans from a dumpster at the Ocoee Village Apartments near 2nd and Lowery Street in Cleveland, Tennessee. He was accompanied by his dog (photo at right). Attempts by several relatives to find him have been unsuccessful and
his cell phone has been turned off. His dog was found later in the day on September 14 on Highway 64; it had been struck by a car and was deceased. The wheelbarrow Payne used to collect cans was found parked where he was last seen. Payne's whereabouts remain unknown and his case remains unsolved. |
