Identifying Characteristics:

She has dark birthmarks on the small of her back and on her right arm at the shoulder. She also has a small reddish mark on the back of her neck inside the hairline.

Circumstances:

Melissa was allegedly abducted by her mother, Ryoko Uchiyama (photo and information below). An FBI Unlawful Flight to Avoid Prosecution warrant was issued for the abductor on May 15, 2006. They are believed to have left the country and traveled to Japan.
